(2) This section shall not apply in the case of any item which is described in clause (1)(B) of this subparagraph (A). (3)(A) Subject to the provisions of this section, income taxes levied on all taxable incomes, including but not limited to the state and federal income taxes collected herein by reason of this chapter, shall be remitted to the commonwealth and returned to the owners of the properties subject to the taxation or to be levied in respect thereof, as the case may be.
