The City of Simi Valley hereby imposes a 1.5 percent traffic impact fee on the sales and use tax on all new construction and the construction of new properties and the rezoning of existing properties, and for any rezoning, including rezoning of those parcels as a mixed-use use, in their entirety. The fee shall be imposed as a separate transaction with no additional assessments imposed on the City of Simi Valley. II. The fee shall be collected in four installments, with the first two installments due one year from the effective date of the ordinance creating the parking requirements. The final two installments are due two years thereafter. The revenue collection shall be in accordance with the procedures adopted by the City Manager. III.
